Pretty sure that this is against the game's TOS since it isn't part of this game. HOWEVER, it definitely is against the Runescape's Terms of Service. Should report this on the runescape forums.

It's bannable because it's trading outside property for in game items which are the property of STS. It's a
Perma ban like what happened with kavannah
