But What will happen if we open it on lv 46 or after expansion, will it be 46?

As per what happened previous expansions, all of the loot that came in with this expansion (Bows/Guns/Armors/Etc), will be removed and a new version for this level cap will be implemented.

but next expansion locked grand crate of the watch is no longer drop right? Did it happen in expansion before?

Locked crate of rengol (or something like that) will replace normal locks
