Probably a reference to the ancient Celtic people who would paint their faces and bodies in woad to enter battle, which would make them blue. Brooding can mean threatening so she is supposed to invoke fear in peoples hearts. At least that's what I'd guess.

lol! It's always the ones who are quiet and smile a lot you have to watch out for. You never know what they're thinking and people tend to underestimate them.
