Level 38 shield dropped off regular mob in Ancient Swamps - Glitch?

I have a level 37 shield that dropped a week or two ago. Maybe it's just a mistake?

Possibly, my friend also got lv 36 starry leather, either its
a glitch or maybe the devs just want us to have some higher lv gear before alien oasis lol
