ROGUE Potency/Brutality 46 gear stats different may be a bug?

Hello everyone , i noted that the brutality 46lvl hears has 31str were as Potency gears has just 21int,
was wondering if its a bug or were intentionally done that way , knowing that lvl41 Potency gear give 22-24int
Would be appreciated if any dev give clarification .
