Elite maps are currently available to everyone level 41 and above (they may be available lower than that but 41 is what my guild tested).
Unless this changed without any announcement, elite is supposed to be cap and elite cap only, which would be level 45 and 46.
Any info from the devs would be appreciated. Thanks
