So i got the crafting quest in Kragg on my lv 12 rogue to get a cracked fineness jewel

Correct me if I'm wrong, from my knowledge, they DO NOT drop almost anywhere ... it has been reported that cracked fineness is found shyrul and above. So are the new comers suppose to just get this quest and forced to buy it from CS? or farm their butts of and find a ton of water and nature but no fineness(or fury/mind ) ?
