That's not a bug. It's the way damage works. Damage doesn't stack. The highest damage increase is applied.

There are many old threads on this.

You're right that there should be a sticky explaining this and other quirks in the game to new players, but it's definitely not a bug. Good or bad, the developers did this intentionally.
