First finish the 5 quests foreman gives you next go to traders hearst than complete that quest after you can buy from him for 5 plat it looks like a hawaiian tiki

You can fin foreman at the bottom and the traders Hearst is by the entrances to black rock magic and this other one sorry forgot the name
