You must be running with lower tier players. One of my twink is gold tier and I get helena or ursoth every time. It's not bugged.

Like Blue said, if you are running with all Plat tier mates, you should only see Helena and Ursoth in the event energy portals. Same is true for the "free" food portal.

One thing you can do is if you are Plat tier and you are unsure if your party is, spawn the boss, then have your party join.
