Btw if you go PvP 33 then use legendary set - much better than mythic set :)

23 is more active. Lvl 33 is dead. Only 2 guilds there and not very active.

Lmao. Like sneaky said, every bracket is full of nekros. 23 has less para. And para items are very rare.
only older players have lot of para, hoarding them. Think average is 1 or 2 para which is enough. Plus, you dont need para at 23. Veicei ( a 3rd tdm rogue) is a non para user.
