I bought most vials from auction house and I looted one in planar tombs from a mob. I am unlucky in arena, never got anything good there and honestly, I dislike arena.

This is an old thread, I no longer need assistance with this quest.

To find this quest, go to the city of kelys, go to the auction house and you should see a mage called "Norman the Alchmist" on the left. Accept the quest "Arcane Parchments" and you're set.
