Stands for Leprechaun accessory it's give you a better chance to reroll for a better item of higher quality.

its ussaly bad with stats also so if you do get one id suggest a low gold amount lepre in auc (^u^)

Insignias have their own loot table, don't they? I have never seen one reroll before.
