it says that u can do elite map at 25+, im 40 ad I cant seem to join elite maps, when I go on my lvl 45 rogue and do elite amps, it seems fine

Elites can only be done at the level cap or 1 level below the level cap.
At 26 cap, elites could be done at Lvl 25 and 26.
At 36 cap, elites could be done at Lvl 35 and 36.
At 46 cap, elites can only be done at Lvl 45 and 46.
