When I try to purchase Plat off of the Pocket Legends application, It says that I need to download the application that the purchase is for. Aka It says I haven't downloaded PL. Help?!

How are you getting to the site pc, phone

I'm on iPhone 4. And I am buying it InGame. This is where I get the problem.

This means you're trying to make an in app purchase with a different itunes account than was used to download the game. The easiest way to fix it is to delete the app and download it again, using the itunes account with which you intend to make the purchase.
