After putting a month of thought into my skill build, Ive finally come up with something that I'm happy with.
Yet, it still isn't perfect and needs some minor adjustments.
Self target skills:
evade-6
ironblood-4
rage-6
taunt-6
restore-1
evade and taunt are maxed because i'm fixed on having a bear with high dodge.
Iron blood is 4 because it's only a 12 sec buff with a 32.5 sec cool down so 20 armor will do fine here.
Rage helps out when I'm dex with it's high crit, base damage, and dps increase. I have restore at 1 because on plan on pvping and the 5 regen for 5sec will help out in clutch situations.
Debuffs:
he'll scream-6
crushing blow-6
great debuffs. He'll scream will be placed in between smashed while pining targets against a wall. Crushing will be used before slashes to finish off the mob.
Attacks-
Beckon-6
Stomp-6
SMS-6
venegeful-1
crippling-1
I'm looking at a strong combo and best slash to do loads of damage when needed. My main question is that I was looking to pump more into venegeful, but I wasn't sure
about which skills to lessen.
Also, please comment on anything else that could be changed for the better.

Not too sure about restore. 5 hs for 5 secs is only 25 hp. And you gotta wait 5 secs to get it. A normal attack would wipe you before it finishes.

That is true.
Take out restore and make vengeful 2.
If possible could any other skills be lessened?

What level is this bear going to be? Or what level do you plan on keeping it?

Eventually level 56, but I plan on keeping it at 52 for awhile.
I was planning to take one away from SMS, vengeful, crushing, and he'll scream.

I'd keep Crushing and HS at 6, they're really useful in both PvE and PvP.
I'd also only choose 2 slashes, my personal favourites are SMS and Vengeful.

When picking only 2 slashes, is it better to max one and whatever leftover for the other? Or divide available points equally

Yeah, SMS and vengeful are the two best slashes having short cool downs and high damage. Since my vengeful will only have 2 at 56 I was looking to increase it to the 3-5 range. I wasn't exactly sure which skills to lessen to make this possible. (only if necessary).
Also, if crippling isn't all that important, why put points on it and just leave it at 0.
Please advise on this. :)

I would suggest maxing SMS to 6 if ever you want a damage slash, and leaving Vengeful at one.
I really think that level 6 buffs and debuffs are essential for a bear, both pve and pvp.
1 Vengeful would allow you to use it in the first place, so I think of it as from a normal attack damage to a Lv1 Vengeful damage, which is all you need.
I wouldn't recommend putting points into Crippling, especially after the GCD. Most combos only allow you to use SMS and Venge. Crippling is mostly an idle slash, therefore a waste of a skill point :)

Instead of vengeful at 1 and iron blood at 6, I'm still going to stick with venge 3 and iron blood 4.
First of all, I plan to disable xp right before 53 so I can farm some gold before going to the sewers.
Since you mentioned to have both debuffs at 6, how about venge at 1, SMS at 5, and taunt at 5. When I reach 56 they'll be 3,6&6.

I maxed out all buffs and debuffs(I haven't maxed taunt because I don't wanna take too much aggro). No points in restore because I don't PvP. I keep all 3 slashes at a minimum.

Hey can, glad to see you leveld your bear. :) But as I may, at level55/56 you dont really need taunt and restore. A simple Fury Fighters Gemstone Helm and Armor/Royal Sewer Armor, will already provide you with the essential dodge you need. Plus, high regen rates. A bear with full Fury Fighter gear is a beast at PvE with a stunning 38% Dodge (Correct me if I'm wrong), all the dodge is already there. No point in having taunt at 6. But, I do prever Taunt now than the normal evade. As it does not cause mana, plus it stacks.

Hey law. :) I do agree that restore isn't necessary with high regen rates.
Just to point out, if the fury set gives around 30-40 dodge, wouldn't it be insane to have 60-70 dodge when buffed.
Also kaotii, personally I don't mind a lot of agrro. Since I'm a tank main, I feel that I can trust my group and be able to take most of the damage. ;)

Haha, doesnt seem insane to me. You should run aorund town and check things out. It gives 38% dodge buff. Without Evade/Taunt.

I'm a Dual spec bear so I don't like taking aggro.. But as u r Tank its really good to max out Taunt (for aggro and dodge).
Max out all buffs and debuffs. Leave restore alone. Put at least one point in the 3 slashes and put 3 points in stomp :-) Beckon must be maked too ;-)

Finally came up with my final build and it's gonna be kept a secret lol.
Right now I'm running mostly as a dex bear and I do take alot of aggro. To be honest, taking it really doesn't bother me and I barely notice it. (I can say this because of many kills and little deaths)

I just made a re spec :D
I maxed all buffs and debuffs + beckon is maxed. I got 3 points in stomp, taunt, and 2 of the slashes got 3 too (Vengeful and Crippling). I maxed out SMS too. :D

taunt doesn't increase the amount of aggro u get as u put more points into it. it increases only dodge after 1
