Just asking what is the best dagger atm
And the skill build for a dagger rouge (switching from bogue)

Came back to AL after 1 year break xD

Best daggers? I think mythic one called goullish ( or somethink like that) they are Lvl41.
I don't think there is any difference between bow and dagger build.
Anyway
Aimed 5/5
Nox 5/5
Shadow pierce ( you choice ) well or 1/5 without any upgrades, or 2/5 with heal, 3 target upgrade is not so useful cause non charged pierce do more damage than charged.
4 th and 5th skill is your choice also.
You can get 2 of 3.
Shadow veil, razor shield and trap. Some rogues use 6 skills but i think its too much.
If you do PvP then get
Aim nox Pierce and medic i think you know it ;)
Then get +1 skill to swap for pve.
Passive
Might agility knowledge durable crit.

Architect Quills level 40 are good one IMO (descent +50% crit)

If it's been a year, then don't use daggers. They simply are not viable at cap anymore. Even the legendary bow will outperform the L41 mythic daggers. Stay bogue!

Bow is the way to go now, there aren't any good daggers around this season - unless of course this season's mythic weapons will be DPS weapons.

Architect quills WAS good one. Now crit is BUGGED, only provide +10%, while description is +50%. Can't run with 120% crit as before :(

It depends what level you want to play. In earlier seasons there were good daggers, but at end game there are not.

IMO best daggers till now ( asumming u're on lv41+ ) Ghoulish, Planar Daggers (lv41), & The new crafting legendary Slain daggers (lv46).
