Say you have one level 50 maxed buff full int mage versus one at level 55 with same maxed buff full int. Is the level 55 buffs any different from the level 50 one, such as duration or values affected?

I don't think so. The damage spells and heal increase as you add points to your int (you can see this one ur skill page as you increase your int stat) so those would be a little higher for a level 55, but I think the buffs and debuffs are the same regardless.

No, lvl does not effect buffs, only the skill rank does.
