Settings, then click edit signature, then click upload a picture, then click insert sig pic, then save

top right of the page: settings>edit signature ( in the little box on the left that says my settings

There are many ways to create a signature. A popular method is using photo editing software such as Photoshop, or GIMP, although these can be fairly complicated to use.
For something simpler, you could always just use Paint, or the Photobucket editing tools.
