So here are my questions : 1. Possible to loot doom with a level 1? 2. Where is the chance to loot it ? 3. Cant u loot it with characters that are level 11or above?

1. Sure, I don't see why not I'd hope that any item is up to be looted with any toon as long as they are a high enough level to access the dungeon (scaled items still apply).
2. Who knows... devs know... I can't get them to tell me though.
