I've been asked by random runners (gamers) about making a "clan" but i never hear from them again so i was just wondering if anyone who has gotten serious about preguild systems (before an ingame guild system comes out) could tell me how they are idk "running their guild"

Uhmm. Your post and title don't match for me. A guilds a group of players that get together for whatever reason. Whether it be for fun, farming, meeting new people. Etc.

Ohh, sorry. Guilds in game haven't really been specified passed being a guild hall. In 1.6 asommers said in game that guild hall would be in 1.7 (which didn't happen), so that's pretty much all the players know, is that it MAY be a guild hall.
