Guy is level 19 and the Vigilant Pavise is level 31
Is this a hack or something?

That isnt the vigilante pavise, the mythic one to say the least. The sword is different and lacks the particle effects

it is a epic weapon, it isnt the mythic shield, im sure u can look in auction right now and see one for around maybe 20k+
