Active twinks

What levels are still active in twinking l51+?
I have a character in just about every level range, just can't decide which one I want to buy a set for.

56-61 is active, but trash community.
66-71 is probably not as active as 56-61 ( not too sure ) , but it's still good, I got a mage going there plus better community
