Why tanks damage sucks.

So after playing my warrior with more care as to why they suck(i am a warrior/tank on any RPG,mages are my fav though).when you activate vb and the sub skill for 25% damage(that's charged) is proc'ed I calculated the increase It gives and I laughed at this skill.it says 25% increase in damage but in its truest form(tested in town)the skill adds 37 damage to my standing 401 damage(with pet).now with out breaking out my calculator I can see this increase is less than 10% of an increase.is there some sort of hidden damage I'm missing here or?Looking for a vet to drop his 2cents here cause atm I cannot answer these questions myself as I did not like al for the longest time and stayed with pl.I charged my vb skill 4times with a logout in between 2-3 to make sure it wasn't a glitch.all reported the exact same increase.not even half of the 25% is honored.or am I crazy?

Tested on a level 41 tank with mediocre gear(maybe 100k worth plus lep).

Edit:Basing the entire weapon system on dps is killing a tank.tanks do DAMAGE and your entire system is based upon dps.you must give Warriors more base damage,or this game is broken.

Im warrior with 615dmg, 8500 health and 2800 armor and It's ok. Warrior don't has so high dmg than others classes, but Warrior has Wonderful health and Armor.
And... Warrior can has 900dmg+ also. Just need Arcane maul for that :)

Because Warriors are for Tanking.
Rogues are for Damaging.
And Mages are for Supporting allies

I think tanks' damage is enough considering their role in a party however their lack of survivability needs to be buffed by adding more armor. Because when u engage a group of mobs lets say in planar tombs, they take way too much damage to stay alive or do something other than spamming heal pots.
