Gale's extended knockdown?

Is this one of those upgrades that doesn't work in pvp? The knockdown seems just as regular as any other stun duration. I'd hate to think I've wasted a skill point :(

I really wish STS would finally clarify in the descriptions which skill upgrades work in PvE only and which are both PvE & PvP.

Gale pretty useless nowadays in PVP at least FB does DOT to get rid of neckro shield rogues faster

this subskill is not working in pvp, and was stated long time ago from a developer. also all reduce hit chance skill/pet ability not working in pvp. (confirmed by carapace)
