I see this from the trade market and it says item cannot be traded, does it mean we cannot put in in the trade window and the consignment store?

also is this sword any good? the dmg seems a bit low. and what does '+chance of additional fire dmg' ?

this isn't a very good sword. Any sword that level has equal damage (or higher), and is a load faster. And yes, you may ot trade it nor give it as it is only purchasable from the plat store.
