I'm only interested in PvE and events(solo runs), so what is the best stuff to get?
Also is arcane pet necessary to run solo?

Honestly you wouldnt need to spend much to run. You could easily get away with:
-Giant Potency Bow
-Ancient Potency Set
-Elondrian Celerity Ring
-Tarlok/Eerie Potency Amulet
^Not the ideal set for pvp but it is more than enough to run events.
For pet just find something with High stats, %Dmg and mana regen if possible.
