guys what is that brood hunter badge there for? i can already enter brooding ground

i saw on forum post and the description of brood hunter badge reads that its required to fight brooding grounds area but i can already enter the area without having that badge in possession. some people say its to hatch egg but i thought we have dragon flamestone for that just like effigies. can any1 pls tell me about it.

U cant enter when global goal Active....u need that badge

You probably need it when the dragon hatched. On egg form you can enter without the badge.
