To notice forum moderators and admins (all staff) for something what's wrong on forums. Wrong forum, breaking rules and anything what needs moderation work.

It is good button use to help staff members pointing out all material what need to be moderated or removed. (they won't need to read all to find all tos breakers and do needed actions).
