Just wondering, does it make a difference which level Raid gear you use in the recipe? IE lvl 51, 53, or 55? Or does it only let you use lvl 55?

Only 55 works.

That explains why Raid gear in CS seems to be backwards of everything else, normally lower level version has a drastically higher price except for Raid gear.

I would say 51 and 55 price the most, I'm not really sure what good 53 gear would do :)

Yup, people probably think there is no point in wasting their hard earned gold on lvl 53 pink items, as they can easily level up and go for the lvl 55 gear set items.
