Best character and lvl to pvp

I wanna create a good pvp toon but i cant decide i dont have a limit on money and i was thinking i dont want anything under 20 what yall think

35 is the best lvl atm, you hardly fight higher levels unless you join a 35 a game. Everytime I log on theres always a 30 game running. Level 56 your stuck fighting higher levels everytime, same with the other pvp levels except 35 atm
