best guild in twink level 10-11

as the title says, what is the most Active and Best Guild in level 10-11 bracket..
and also help me to build level 11 rogue..

Hmmm i not sure about best gear at that lvl. I think ice scale set of potency or epidemic set is still best. Bow... Hmmm umbral brutality with para should be great.
Ring and amulet for that you should check which is best for you or ask somebody who twink there :) i were there there only for a while and when i played best ring was night ocean and best amu tarlok.
About skills. You should try build your own skills and try which is best for you :)

Iam one of the famous players in lvl 10 just opt for ice set,eloia,winter dex or haunted and tarlok pot with para.amu is best recommended for para items

Your gear can depend on what pet you will use. Ex: singe rogue will have mana problems so haunted ring might be helpful.

Also umbral is not so useful now because nekro negates the umbral patch.
