If you stay in the door of wt4 someone will pt you its just a matter of time, and is not good if you go with a lvl 46 (for example ) because the mobs will be scaled to 46 that will make it harder for you making you die all the time unless you stay always from mobs but that's not a very nice thing to do , leaving all the work for the other player
So it's better to go with players from your lvl 17-19.

I believe you'd get more experience too though. So if you get a lvl 46 friend to help you out you'd level faster

You'll find many friends quite randomly. It may be easier to look for people close to your level and ask them to run together a bit, even if you're just in 2 or 3. Or run the other maps, Dead City has a lot of mobs too. You don't have to fight the bosses if they're, do it for the exp and eventually for the daily quests to get a bit more gold. You'll find more random people to with there :)

The best way to meet people and make friends will be to just be yourself and enjoy the game for what it is, complete your quests, run maps (the questline after all is one of the biggest parts of the game) no need to just camp in wt4 staring at the same map grinding to 46 zzzzzzzz, yes ok so you might level faster doing it that way (for alts this is fine) but in all honestly you will probabily get bored with the game by the time you reach the level cap just from spending so much time in one place. Join an active, friendly guild where you can get to know people as you level and learn all about your character (maybe try a few different places to find somewhere you feel "at home"), party up with guildies and level together, by the time you reach 46 you will have met all kinds of people and can then decide what your ambitions are and where you want your in-game journey to go...wether thats in a "Leaderboard Guild" playing mostly PvE or PvP etc. Best of luck with levelling :)
