Well I was wondering since PL is being ported to the Xperia Play will it soon be ported on the PS Vita?

They are both similar in many ways. I would buy a PS vita if this happened. And they are both playstation certified of course.

To code for the Vita, STS would need to take a LOT of additional steps. First of all they would need to become an approved developer by Sony, then they would need to get Sony's approved development environment which would not be cheap, then they would need to submit their software to a series of strict requirements set by Sony. This is really just the start of the changes that would need to be made, and I simplified it quite a bit. The Vita is a console, the Xperia Play is an Android Phone. There is a reason that there are a lot more developers making cell phone games and that cell phone games are far less expensive. I don't see STS developing for consoles without a serious change in business strategy.

That said, your idea isn't bad by any means. It's a great idea (make a 3D version for 3DS also!), I just don't think it's feasible.

If it ever makes it to Vita it won't be free (probably)
They would definitely make it free... Why would it be free on all other systems except for the Vita?
