After opening weekly raffle thread page scoll down to the bottom of the page where u ll find similar threads section click on " Insiders weekly raffle #5(or any other week's) " there u can find the winners.

I use a random integer generator to come up with the numbers. You'll be able to see the results here: http://www.spacetimestudios.com/showthread.php?290766-The-Insider-Weekly-Raffle-Winners-2016 and in game it should say something along the lines of your platinum has been adjusted, for which you can verify in your purchase history. :)
