There is an OS Called Unbuntu, imo its a faster than Windows

System Requirements (at least):
700MHz processor
512 MB RAM
5GB Storage space
VGA compatible 1024x768 screen resolution

or if your laptop is an old device/has low specs, try Lubuntu (https://help.ubuntu.com/community/Lubuntu) or Xubuntu (http://xubuntu.org/)

I agree, windows 8 was a very disappointing operating system, it is very slow and going to 8.1 will make it worse, if you want a faster OS and having a windows 7 disc would help plenty. Having a few boot drives laying around would be good too. But in the sense of having a fast operating system ubuntu, linux, windows xp (fast boot usb) and windows 7 would all be the way to go. In the sense of windows 10 its stable and decent (more updates coming), where you're losing your speed and lag is starting is the smart tiles, even tho you're in desktop mode the tiles are still running in the background.
