If I'm not mistaken, it was a Goblin event LB reward. I don't think it'll ever be realeased again. (LB vanities should be unique.)
Yes, it is a vanity. And it's not tradeable.

Last year's goblin lb reward. It's plain it's somewhat ugly, but everyone wishes they had one because it's rare!
