Is it possible to be a member of guild "A" and at the same time host my own guild "B"?

Basicly I'd like to be a member of a guild for pvp/pve and serious gameplay to make me and other members better. On the other hand I'd like to have my own guild for a select group of friends, for fun and farming.

I haven't tested it yet. I was thinking of doing it but unsure how the admin side of guilds works.

I.E. Can you change the guild name, the guild leader, etc.

Yes you can change the guild leader, and promote members to officers. Only officers can invite to the guild, as far as I'm aware. Not sure if you can be in two at the same time.

One character gets one guild at a time.
You can make another character to form your own guild.

oh yes you could have your farming person be in your farming guild and have a different character be in the pvp pve guild.

One character can only be in one guild, regardless of rank. If you have two characters, they may be in separate guilds (or in the same guild if you prefer). I have two characters in Beta Guild and I have another character in my own guild that I am leader of.
