What does hellscream exactly do and why is it so good maxed out?
HellScream drops hit percent by 30 percent when maxed out. It also stuns, every time. This is great! In PvP it prevents damage, as well as PvE. Not only that, when it is maxed, it does -10 armor. Great skill for tanks and absolutely vital.

To paraphrase somebody's sig I've seen : the search function is your friend. Getting used to mining the info will help you far more than a one-time answer. An adage about a fish-eating man being set on fire for the rest of his warm life comes to mind, but I'd probably just garble it...
