Combo Elixirs and Crate Keys in Stash

Is it a bug that people 2 VIP combo elixirs or was that random too? Because I only got 1 combo elixir (not begging for more..)
Everyone I asked in game got 45 key kit and 2 combo elixirs.

PS. I thought it was related to completing new maps somehow. But guess not..
PPS. This was a simple question, not a complaint!
