I'm a little bit confused. My level 1's can't find any level 1 premium packs. These aren't like the starter sets of SL? The earliest set is for L5?

I appreciate the hard work put in by the devs, really liking the new item designs that were recently included since the last patch, but why can't the higher lvl armour look this good?
