I was told that you could still purchase the character upgrade up to level 5. I'm currently level 4 and see no option to do it. Can someone help me out?

That's requirement is for Pocket Legends. For Star Legends, the requirements are that you must have not completed the tutorial and you must not have leveled past level 3.
