"SET" rarity refers to having a complete (or at least partially complete) "SET". So if you compare it to the rendtail ring as single item then it is bound to be underpowered. The full potential is unlocked when u get atleast 2 parts (upto 5 parts)

Any set item will always appear weaker when compared individually to another item (legedary) of the same lvl. Do you remember icescale set?
Yeah, what if I want to have set effect but can't because I'm in different map? But arcane ring still nerfed :(
