since level difference is a part of calculation for damage reduction, making a higher level character/enemy to hits harder to lower level and take lower damage from lower level even if they have exact same stat (please cmiiw)
what about making scaling process only scale mobs level, but keep their stat (hp, damage) the same. enemies from older maps should have lower base stat than new enemies, so, even after scaled up to the same level, older maps enemies will always be easier than newer ones, but they will slightly hits harder, only because of using previous armor value,

atm, although we can only guess, it seems like when scaled up, enemies also get more damage, more hit points, and more base stats, when actually updating only their level will automatically make them stronger by damage reduction calculation.
