Level 30-31 dual spec bear

Hi guys, im new.

I have a level 30 dex bear and i want to change him to dual spec with shivering ice talon, iceberg shield, iceberg armor, and any helm. Can anyone tell me what my dex and str should be and what helm i should use?

L = Loadout
L1: No helm, Jewel Theif's Platinum talon, And color chainmail/plate of Legend, Conqer's Ironrock shield of Legend
L2: Vxy Helm, Jewel Theif's Platinum talon, And color chainmail/plate of Legend, Conqer's Ironrock shield of Legend
L3: Vyx helm, Shivering Ice Talon, Iceberg Frost Knight Plate, Iceberg Frozen Shield.

(substitute any pink str helm for the vyx helm if you don't have the money)
