Jewel Elixirs From Elite Gold Runners Chest

The information icon on the jewel elixirs listed on possible loots from runners chest shows that it's supposed to be tradable and stashable.

But once you open the runners chest and loot jewel elixir, it becomes an active elixir on your character right away. Can someone please clarify if it's actually supposed to work this way, or is it just bugged.

I believe it's a bug if it's not working as intended..the elixir should be at least in the form of kit if it's looted..
