lvl 41 can't join in same room with lvl 40

This is due to the new PvP Tier system. This system is static; unlike the previous system that matched players based on relative level.
There are now fixed ranges for play. The way things are set up currently: a Level 41 cannot join the Level 40. Tiers are set up so that Levels 35-40 play together and levels 41-45 play together.

wew, iam lvl 23 and lvl 29-30 enter the room ? like u said, it must be 21-25, and why iam at 23 meet 29 ?
