Sets early on would probably just make the pvp rift all the wider, and harder for new players. Lv35 is a good start, also considering how it is optional due to the power of FN items. A lv45 set tho might be interesting... If it uses special items. Str: zuraz shock lance and Osiris stuff / Dex: ryloxx blaster and Horus stuff / int: galyxz staff and Thoth stuff (thoth was the original int set)

lvl 15 set is too early. 50s fine

25 is the earliest set (with bonus), then 35, 50 and finally 55.
