Summoning pet bug

What is this bug everybody is speaking of?
Why do so many players summon and disable and then summon again their pet? can somebody explain me?

As far as i know, the idea of resummoing pet is to get the pet close to you when u need to AA on particular place

My pet wouldn't summon properly. Then i tried to change map and then permanent "running puppy syndrome" happened.

The pet resummon bug is a thing and its very annoying.
