Is this spell even useful enough to have 1 point into it?
It has low dmg and 6m range.

For lvl35 pvp u either die in the next 2 secs or try to kite your opponent.
Should i just chuck this skill out and use it for other skills?

For the ice-fire combo, frostbite does the job well enough.

For pve it definitely needs 1 point IMO

Frost bite is single target, while ice storm freezes multiple enemies. This allows you to perform your combo on more enemies at once, as opposed to only 1 when using frostbite. PvP, I'm not sure though... Could be useful in CTF... idunno

It can be helpful against mobs, for a combo, or to just freeze them in place

I dont pve at all, and in pvp i usually do 1v1.

If you pvp more put more points into frostbite because it has a 12 m range and freezes for a few seconds. Then you can rush in your enemy release ice/fire storm combo. In my opinion putting more in icestorm does not help with more combo damage. So i prefer Frostbite

ice storm is utterly useless in 35 pvp if you ask me, tempest im sure uve seen what some mages can do at that lvl and you yill not have enough time to use ice storm let alone get close enough, also agaisnt pally's getting close is a big no-no so no ice storm if you ask me, unless ur a pally then it could be useful, e.g. after they heal of frostbite or sommin u can hit with your icestorm keep em frozen.
